  I'm trying to make sense of one concept in the article...
  
  When you mentioned that you had to add a user policy on the web application for one direct user...do you have to do that for each user before they can access the web application?
  
  I'm looking for a way that a users can log in with out being defined at the web application level...rather at the site collection...i'm still learning how this external access works so if i'm mis understanding the real theory to providing access to external partners could you point me in the right direction.

  Thanks @Jacob - no I did that for the first one just to get in the first time. Then you can use that user to give the others permissions.
